The Chandigarh Judicial Academy is registered as a society, namely "Chandigarh Judicial Academy for Punjab and Haryana," under the Societies Registration Act to undertake the task of training Judicial Officers for the states of Punjab and Haryana as per guidelines provided by the First National Judicial Pay Commission in its report Volume 2, Chapter XIII. The Chandigarh Judicial Academy Rules, 2009, are also framed as a guide for the administrative and academic pursuits of the academy.

The rules grant complete administrative and academic autonomy to the Academy. It is the fundamental governing document for the Academy and all individuals associated with it.

The Hon’ble Chief Justice of Punjab and Haryana High Court is the Patron in Chief, and a Senior Judge of the Hon’ble Punjab and Haryana High Court is the President, Board of Governors, of the Chandigarh Judicial Academy. The governing bodies of the Academy include, among others, the seniormost Judges of the Hon'ble Punjab and Haryana High Courts, eminent legal academicians, and the Director of the National Judicial Academy.
